Garchomp still needs to be uber. The amount of ways it can be ran is numerous and there is no true counter for it. Manaphy I believe could be OU. When there isn't consistent rainfall, it isn't really that broken. Azelf is faster and has a higher special attack than Manaphy. Both of them are capable of learning a move that raises their Special Attack two levels, yet no one complains about Azelf being too broken.

I agree with Manaphy in OU, but Garchomp I think should be given a chance in BLU,(BorderLineUbers) as well as Skymin, who is very frail but can sweep.
